Overview of RBCA Tool Kit

The RBCA Tool Kit is specifically designed to handle all the calculations required for Tier 1 and Tier 2 RBCA planning and analysis as defined in ASTM PS-104 Standard Provisional Guide for Risk Based Corrective Action (ASTM, 1998). The RBCA Tool Kit is consistent with current U.S. EPA guidelines (U.S. EPA, 1989a; 1996) and is programmed in Microsoft Excel v.7.0, 97 or 2000.

RBCA Tier 1 or Tier 2: What's the Difference?

A Tier 1 RBCA analysis involves generic risk-based screening levels (BRSLs) for on-site exposure, assuming default exposure factors and site properties.

A Tier 2 RBCA analysis involves evaluating baseline risks and/or site-specific target levels (SSTLs) for both on-site and off-site receptor locations based on site-specific soil, groundwater, and air parameters. The Tier 2 analyses allow the use of transport models in calculating risks and cleanup standards related to off-site receptors.
